Nexus: EVPN type-5 prefix routes from a border leaf

L2 is also the border leaf: in VRF TENANT it reaches an outside network, stood in for by loopback100 (10.100.100.0/24). Hosts have type-2 routes, but a whole prefix needs a type-5 (IP prefix) route. Advertise it into EVPN.
